This is the 1:100 "Hidden Gem" Psylocke cover variant by Mark Brooks. The "Hidden Gem" refers to art that had been previously used elsewhere and Marvel decided it was good enough to re-use for a cover variant. In this case the art was originally for a print included with the Psylocke Sideshow Collectibles statue, designed by Mark Brooks and sculpted by Adam Ross:

There were also three other first print variants available through Diamond Comic Distributors: the John Tyler Christopher Action figure variant, the Gerardo Zaffino variant and the In-Hyuk Lee variant, all shown below:

At the end of April 2019, CGC had 27 recorded gradings for the "Variant Edition", with 22 in the top grade of 9.8 (near mint / mint).

The Brooks variant is not particularly cheap: in April 2019, you could get a near mint copies for around $175 and a CGC or CBCS 9.8 encapsulated copies for anything between $200 and $400.
